Andalucía’s digital agency is a clean example. Read the totals alone and the picture is a market of very large deals. Read the distribution and something much more ordinary appears — and it is the accurate one.

Who they are

Agencia Digital de Andalucía is the central technology buyer for Spain’s most populous autonomous community, purchasing on behalf of the regional administration rather than for one department. Since Spanish coverage begins in mid-January it has published 115 notices totalling roughly €1.84B, and it is active right up to the present — the most recent activity we hold is 17 July. It does not operate alone: SANDETEL, the region’s telecommunications and information-society company, published 132 notices worth about €420M over the same period. The two are best read as one account with two doors. The practical difference between them is scale of ticket, not type of work — SANDETEL’s median notice is €0.83M against ADA’s €1.63M, and its largest is €33.4M against ADA’s €930M.

What they buy

The distribution is where the useful intelligence sits. Of 120 ADA records, 113 are already at awarded stage and 7 remain open. The median notice is €1.63M, the ninetieth percentile is €22.7M, and the maximum is that single €930M framework — which means half of everything the agency publishes sits below €1.63M, while the mean of €16M is produced almost entirely by one outlier. A sales plan built on the mean will size the team, the bid budget and the qualification threshold for deals that mostly do not exist here. One procedure route dominates both agencies — 95 of ADA’s 120 records and 102 of SANDETEL’s 135 share the same procedure code — so the process is fairly uniform; what varies is scale. Category weight sits in IT services, software development and consulting, with support and infrastructure work behind it.

The distribution matters more than the total. Half of what this agency publishes sits below €1.63M, while the €16M average is produced almost entirely by a single outlier — so a market sized on the average describes contracts that mostly do not exist here. SANDETEL occupies the tier below, which makes the two agencies one account with two doors rather than separate opportunities. Two limits belong on the record: Spain publishes advertised values rather than awarded amounts, and it carries no bidder counts in structured form, so nothing here shows how contested these awards actually were. The €930M framework is the exception to everything above — not a contract to pursue but an access decision that will not recur for years.
