President Abelardo de la Espriella has announced the first package of regional projects under the Government’s “El Milagro de las Regiones” strategy. The 187 initiatives, covering the same number of municipalities, carry a stated investment of $515.000 millones and follow a territorial selection process involving local authorities, technical review and financial screening.
A territorial shortlist follows local submissions
The package emerged from an initial territorial handover process in eight departments: Antioquia, Casanare, Córdoba, Cundinamarca, Huila, Norte de Santander, Santander and Tolima. The president said governors and mayors were asked to prioritise three projects and three needs in each territory. The Government subsequently received information from 447 municipalities covering 1.274 projects and needs, with a combined stated value of $38,1 billones. This means the announcement is a prioritised pipeline rather than a commitment to fund every proposal submitted by local authorities.
Review precedes the route to execution
According to the president, the Gerencia de Regiones, under his direction and with technical approval from the Departamento Nacional de Planeación, reviewed studies, designs, costs, registrations and the status of each proposal. The stated purpose was to identify initiatives in a condition to move forward. In procurement terms, this is an upstream screening stage: inclusion in the package does not itself show that a contract has been awarded or that works are ready to start. Projects that are ready will continue through their technical and financial processes, while others may receive support to complete their structuring.
Roads and water lead the sector breakdown
The largest group is made up of 35 road projects, followed by 26 initiatives for drinking water and sanitation, 25 for sport and recreation, 22 for security and coexistence, and 20 for health. The package also includes projects involving housing, education, culture, the environment, energy, development and connectivity. Examples cited by the president include water-supply systems, improvements to roads used by farmers, rural health posts and sports facilities. Larger projects may be considered for inclusion in the National Development Plan if they meet the Government’s stated tests for technical viability and impact.
Regional visits are intended to track progress
The announcement revives an exercise previously presented as “Empalmes Regionales”, which the president said was paused because of the earthquake emergency. The territorial agenda is due to resume with visits to La Guajira and Bolívar, while the stated ambition is to extend the strategy across Colombia’s 32 departments. The president also said he intends to visit the country’s 1.103 municipalities. The Gerencia de las Regiones, led by Valerie Lafaurie, is to handle requests from local authorities and provide information on a project’s status, outstanding requirements and next step.

Receiving projects is not governing. We had a duty to review, verify and prioritise.
WHY IT MATTERS
The announcement sets out a model for building a regional public-investment pipeline: local authorities submit needs, national officials screen their technical and financial readiness, and selected initiatives move into further structuring, financing and delivery processes. Businesses should distinguish between a project’s inclusion in a political announcement and a later procurement opportunity, as the source says that projects still have to complete their respective technical and financial procedures.
