Romania’s interim government has launched a transparency platform covering the leadership of 121 state companies. The published information shows that over 100 people hold at least two roles at the same time, while one person receives more than 100,000 lei a month.
A central register for state-company leadership
The platform, launched at guvernanta.gov.ro on the initiative of Vice-Prime Minister Oana Gheorghiu, brings together information on 121 active companies under the subordination, coordination or authority of a central public institution. It publishes details about the people occupying leadership positions and provides access to more than 1,350 public documents. The stated purpose is to make the competences, salaries and benefits of company mandataries more transparent. For businesses monitoring public-sector governance, the practical change is that information previously distributed across company or institutional records is presented through a single public resource.
The documents cover boards and executive mandates
The material is assembled under the provisions of Emergency Ordinance No. 109/2011 and concerns members of boards of administration or supervision, as well as directorates. More than 650 of the published documents are curricula vitae for people in leadership positions, while more than 600 are mandate contracts. A mandate contract records the basis on which a person performs a leadership role, making it relevant to scrutiny of appointments, remuneration and responsibilities. The platform does not itself establish that any appointment or payment is improper; it provides records that allow those questions to be examined.
Multiple roles and wide income bands are now visible
The aggregated information says that more than 100 people hold at least two roles simultaneously. More than 370 people receive monthly income of up to 25,000 lei, 115 receive between 25,000 and 50,000 lei, and 36 receive between 50,000 and 100,000 lei. One person receives more than 100,000 lei a month. The figures identify patterns for oversight, but the source does not name the individuals or explain the circumstances of each combination of roles. The government describes the initiative as part of a wider reform of state companies and an effort to support good governance.

“To make a correct diagnosis of a company, you have to see its results, and those results depend to a large extent on the people who take the key decisions in these companies.”
WHY IT MATTERS
A public register of leadership roles, CVs and mandate contracts gives suppliers, institutions and the wider public a clearer basis for examining how state companies are governed. It also makes overlapping roles and reported remuneration easier to identify. The publication of information is an oversight measure, not proof that a conflict, breach or improper payment has occurred.
