A control by Romania’s Ministry of Environment has identified what it describes as unjustified spending at the National Meteorological Administration (ANM), including clothing, perfumes, cosmetics and home decorations bought with institutional funds. Interim environment minister Diana Buzoianu has called for the agency’s leadership to resign and said the report will be sent to prosecutors. The findings are allegations from the control process and have not been proven by a court.

WHY IT MATTERS
Public-sector card purchasing can make transactions quick, but each payment still requires a clear institutional purpose and an auditable route from authorisation to delivery. The ANM case shows why reviews examine not only the payment instrument but also the nature of the goods, the supporting records and the accountability of those who approved the spending.
