Baltic Scoreboard, June 2026: one airport outweighs the region

A monthly ranking by value answers a narrower question than it appears to. It records where the money landed, not who is busy, and in a region this small a single capital project can bury everything else on the list. June in the Baltics is a textbook case of that gap, so it is worth reading the value column and the notice column as two separate stories rather than one.

Ranked side by side, June is one very long bar and then a gentle slope. The slope is the more useful half of the picture — those are the institutions letting contracts at a rhythm a supplier can actually plan around, rather than once-a-decade capital projects.

READ OF THE MONTH

Rīga Airport’s €184.9M arrived in two notices, which makes it a project rather than a procurement programme — it will not repeat next month, and reading it as Latvian demand growth would be a mistake. The buyer worth watching is second: Kaunas city administration put €29.2M through 21 separate awards, roughly one working day apart, which is the profile of an institution steadily letting contracts a mid-sized supplier can actually win. Ignitis at 14 notices and Via Lietuva at 5 tell the same story in energy and roads. Note also what is missing: Estonia does not place a single buyer in the top eight this month. One caveat we would rather state than hide — the raw June set contained 43 duplicate rows, largely the same buyer recorded under different capitalisation, and this table is deduplicated on buyer and value. Any ranking built from the raw feed will overstate the leaders.
