Centralny Port Komunikacyjny has resolved procurement procedures for four road sections around the planned airport at Baranów. The three contracts, awarded to Mirbud and Kobylarnia, Strabag and NDI, are intended to connect the airport with Poland’s existing road network.
Three contracts cover four road sections
The largest package goes to a consortium of Mirbud and Kobylarnia. It covers about 35 km between the CPK Wschód and Baranów junctions on the A2 motorway, with the selected offer valued at more than PLN 507m. Strabag will deliver the second contract: 22 km of road on the airport’s eastern side, running from the area of Kaski Centralne to the CPK Wschód junction. NDI will take the third contract, covering about 23 km of the airport’s northern bypass and about 12 km of its western bypass, including reconstruction of part of an existing road. That contract is worth more than PLN 364m.
The selected model combines design and delivery
CPK said the chosen firms will be responsible for the full project documentation, as well as obtaining the necessary administrative decisions, agreements and permits. They must then build the roads and secure permits for their use. This is a transferable feature of the procurement: instead of separating design and construction into entirely independent assignments, the contracting authority places both stages, together with much of the approvals process, within the contractors’ scope. For bidders, that structure brings responsibility for coordinating design, permissions and works; for the authority, it creates a single delivery route for each road package.
AYESA Polska appointed to oversee the works
CPK also selected AYESA Polska as contract engineer. Its role will be to supervise the progress of the works, coordinate activities and check delivery of the individual investment stages. CPK said this model is intended to streamline management of the contracts and provide appropriate oversight of the entire road system. The arrangement separates construction delivery from independent contract supervision: the selected contractors remain responsible for preparing and executing their packages, while the contract engineer monitors progress and coordination across the programme. The source does not report any challenge to the selections or any finding of wrongdoing.
Roads form part of the wider Port Polska programme
The road works are one element of Port Polska, a wider project that includes a new central airport between Warsaw and Łódź and the development of a high-speed rail network. Under the plans cited by CPK, construction of the airport is due to start in 2026, with the facility scheduled to open in 2032. An approximately 130 km section of high-speed railway between Warsaw and Łódź is also planned for completion by the end of 2032. Further sections linking Łódź with Poznań and Wrocław are planned for completion by 2035. The newly selected road packages are intended to establish the planned airport’s links with the existing road system.
| Package | Selected contractor | Scope | Offer or contract value |
|---|---|---|---|
| Eastern approach | Mirbud and Kobylarnia consortium | About 35 km from CPK Wschód to Baranów on the A2 motorway | More than PLN 507m |
| Eastern airport road | Strabag | 22 km from the Kaski Centralne area to CPK Wschód | More than PLN 455m |
| Northern and western bypasses | NDI | About 23 km of northern bypass and about 12 km of western bypass | More than PLN 364m |
| Road programme | Three contractors | About 90 km across four road sections | More than PLN 1.3bn |
| Contract engineer | AYESA Polska | Supervision, coordination and control of investment stages | Not stated |
The selected firms will prepare the documentation, obtain the necessary decisions and permits, and then deliver the investments.
WHY IT MATTERS
The procurement shows how a major transport programme can divide a connected road system into several delivery packages while retaining a separate contract engineer for oversight. The selected contractors are responsible for design documentation, approvals, construction and permits for use, giving bidders a clear view of the obligations attached to this form of integrated delivery.
