What changes when the Dominican Republic directs social-programme purchasing exclusively towards domestic industrial micro, small and medium-sized enterprises?
A targeted route for social-programme purchasing
President Luis Abinader’s Decree 672-26 instructs public institutions responsible for poverty relief, food, clothing, school supplies and protection for vulnerable groups to direct their purchasing towards Dominican industrial producers. The measure applies exclusively to micro, small and medium-sized industrial enterprises producing nationally. It is intended to support economic development and job creation by using public demand for agro-industrial and manufactured goods made in the Dominican Republic. For suppliers, the mechanism is a targeted procurement route rather than a general preference: the contracts covered by the decree must be directed to eligible local producers.
Domestic production and direct supply are central conditions
The decree covers agro-industrial and manufactured products of national origin, made in Dominican territory and supplied without intermediaries. An intermediary may be used only when the producer has authorised that arrangement in advance and in writing. This makes the producer’s role central to the transaction and gives contracting institutions a specific condition to apply when structuring or assessing purchases. The preference is not unconditional, however. The arrangement applies only where producers can meet the contracting entity’s requirements in the necessary quantities and at the appropriate quality. Capacity and quality therefore remain part of the procurement test.
Several public buyers fall within the measure
Institutions named as subject to the decree include the Supérate Social Development Directorate, the Directorate of Social Assistance and Community Food, known as Dasac, the National Institute of Student Welfare, the National Police, the National Health Service and the Ministry of Education. Their programmes span assistance, food, education and protection for vulnerable sectors, giving the measure a broad operational reach across public purchasing. The practical effect will depend on how eligible producers respond to the requirements set by each institution, and on whether domestic industrial Mipymes can provide the specified goods in the volumes and quality required.
IN NUMBERS
The decree establishes a procurement model that links social-programme contracts to domestic industrial production, while retaining delivery capacity and quality as conditions. It also limits intermediary involvement unless the producer gives prior written authorisation.
