Spanish construction firm FCC has commenced its largest contract in Canada, valued at 1.4 billion Canadian dollars, as part of the Toronto Go Expansion project. This contract, awarded in 2022, marks a significant step in enhancing the region’s rail infrastructure alongside local partner Aecon.

Details of the Go Expansion Project

The Go Expansion project, which has a total budget exceeding 27 billion Canadian dollars, aims to electrify and upgrade Ontario’s existing rail network to provide a 24-hour bi-directional service. The project is expected to increase the frequency of trains to every 15 minutes on the central Go train network, significantly improving mobility in the region. FCC’s initial tasks will involve civil works, track improvements, and enhancements at key stations, including Durham College Oshawa GO. The project is being overseen by Metrolinx, the provincial agency responsible for public transport in the Greater Toronto Area.

Contract Structure and Financial Implications

The initial phase of the contract involves early works valued at approximately 1.4 billion Canadian dollars, with FCC set to receive 50% of this amount. The contract is structured under a target price model, which allows for flexibility in costs as the project progresses. FCC has highlighted its commitment to improving the socio-economic structure of the region through this infrastructure project, which is seen as a critical investment for the future of public transport in Toronto.

Partnerships and Competitive Landscape

FCC is collaborating with Aecon as part of the ONxpress consortium, which was selected to partner with Metrolinx after a competitive bidding process. Notably, the consortium initially included Alstom and Deutsche Bahn; however, the latter has since withdrawn from the project. This shift underscores the competitive nature of public procurement in large-scale infrastructure projects, where partnerships can evolve based on strategic interests and market conditions. The success of this project may pave the way for further opportunities for FCC in the Canadian market.
