Kenyan Scoreboard: a secondary school outranks the water authorities

The buyers that dominate a national record are usually the ones with the largest budgets. Kenya’s recent record is led by a secondary school, and the reason is not that the school is spending more than the state. It is that Kenya publishes at a level of granularity most countries reserve for major contracts, which produces a picture of public buying that is unusually close to the ground.

A single school publishing thirty-six tenders in a month is a sign of a system where institutions procure for themselves rather than through a central authority, and where the threshold for publishing is low enough that ordinary operational buying appears in the national record. That has real advantages for a supplier: the opportunities are numerous, small enough to serve without scale, and spread across hundreds of institutions rather than concentrated in a few. It also has a cost that shows in the same table — only nine per cent of notices carry a value, so the record answers what is being bought and by whom, but rarely for how much. Kenya publishes more transactions than most markets and less information about each one, which is a different trade-off from the European norm rather than a worse version of it.
