Ranking buyers within one country is routine. Ranking the leaders of several countries against each other says something different — not who is largest, but what kind of institution ends up carrying a national record, which turns out to vary far more than the procurement rules do.

The institutions at the top of each record are strikingly different in kind — a university in Colombia, a social insurer in Guatemala, a highways directorate in Chile, a water utility in Uruguay, an electricity corporation in Ecuador. That is not a difference in what these states buy; it is a difference in which parts of the state publish. A public university appearing first in a national record usually means it procures through its own portal while ministries route purchases elsewhere, not that it outspends them. The value column is the practical filter: Ecuador, Colombia and the Dominican Republic price nearly everything, Peru prices under a quarter, Uruguay prices nothing. For a supplier weighing which of these markets can actually be researched before committing, that column matters far more than the ranking beside it.
