This is the last full week of July, which in European procurement is the week before the machine stops. Deadlines cluster here because August empties the offices that would otherwise evaluate the bids, and a buyer who wants a decision before the autumn has to close the window now. Across the markets whose notices carry a closing date, 38,609 tenders reach their deadline between today and Sunday, 24,603 of them with a stated value. The concentration at the top is severe, and most of it has one name on it.
Consip is thirteen of the twenty-five largest
Italy’s central purchasing body holds thirteen of the twenty-five biggest lots closing this week, and they fall into two groups. Ten are the electricity lots we wrote about last week, sliced by gigawatt-hour and all closing on Friday, the largest at €496M for 2,025 GWh. The other three are the ID 2737 security programme: managed security services for central government at €392M and for local government at €259M, plus governance and risk analysis at €297M and €242M. A supplier reading the week’s list without separating Consip out would conclude the European market had gone mad. It has not; one buyer is simply having a very large Friday.
The twelve that are not Consip
Strip Consip out and the remaining top of the list is more varied and, in places, stranger. The single largest item closing this week anywhere is not Italian electricity but hospital food: the Ca’ Granda Policlinico in Milan is buying a transitional hospital catering service at €530M, closing Tuesday. Catalonia’s technology centre closes a €377M framework on Wednesday. Åland puts fourteen years of archipelago ferries on the table at €340M, closing Sunday. Latvia’s distribution grid operator wants compact transformer substations at €325M by Tuesday, and the Trieste port authority’s €319M public-private partnership closes today.
One lot in Calabria is a single medicine
The entry worth pausing on sits lower down at €184M: Lot 40 of a Calabrian regional purchase, listed under the name etranacogene dezaparvovec — a one-shot gene therapy for haemophilia B and among the most expensive medicines ever licensed. A single lot for a single drug, in one southern Italian region, is worth more than the entire Slovak motorway contract closing the same week. Regional health authorities across Europe are increasingly the buyers of these therapies, and the procurement record is one of the few public places where the sums involved appear in the open.

Eight markets are missing, and not because they are quiet
This list can only include markets whose notices carry a closing date. Germany, Romania, Croatia, Portugal, Peru, Guatemala, Moldova and Australia all published tenders in this period and show zero closing this week, which is a statement about their published records rather than about their activity. Anyone using a deadline calendar to size a market should know which side of that line their country falls on before concluding that nothing is happening.
WHY IT MATTERS
A deadline calendar is the one procurement view that cannot be caught up on later — a contract missed this week is missed for its full term, which for the Åland ferries is fourteen years. The week also shows why a single ranking of the largest lots misleads: with Consip in it, the list reads as an Italian energy story, and without it, as a spread across hospital catering, grid hardware, motorways and a gene therapy. Both readings come from the same table.
