A monthly ranking by advertised value answers one narrow question — where did the largest sums appear — and this month the Spanish record answers it in a way that makes the limits of the question obvious. The top of the table is not the busiest part of the market. It is the part that packages its year into the fewest documents.

By value the month belongs to two organisations. The buyer worth a supplier’s attention is the one in fourth place, publishing almost two notices every working day.

Read the notice column and the table reorganises itself. First place is a single document; fourth place is forty-eight, close to two every working day, and it is the only entry here that a supplier without national scale can realistically work. Health dominates the accessible half of the list — the Andalusian, Basque and Catalan services together account for four of the eight places and the great majority of the individual opportunities, even though none of them approaches the top on money. The other pattern worth noting is regional: six of the eight are autonomous-community bodies rather than national ones, which is the same concentration of Spanish public demand at regional level that this publication has been tracking in technology, showing up again in health and infrastructure.
