This week’s numbers share a theme: the totals everyone quotes are being set by a very small number of very large events, and the averages built on top of them describe nothing real. Five figures worth keeping.

  • €930M — one systems-development framework at Andalucía’s digital agency — about half of everything that agency has advertised this year, and an access decision rather than a deal.
  • €1.63M — the median notice at that same buyer, against a mean of €16M; qualify against the first number, because the second is one outlier wearing a disguise.
  • 36.0% — of Lithuanian notices with a recorded bidder count drew exactly one bid — 833 of 2,311, and the single most common outcome in the market.
  • 62% — single-bid rate at Vilniaus universitetas across 114 procedures, while the national road directorate runs at 8.9% — same country, same rules, different requirements.
  • €184.9M — Rīga Airport’s June, taken in two notices; the next seven Baltic buyers combined did not match it, and Estonia placed nobody at all.

The thread: one framework, one airport, one outlier per column — and in the one market where competition can actually be measured, a third of the contests are not contests. Watch the medians, not the totals.
